The HCS program operates through a state-managed waiting list (referred to as the “interest list”) and is widely regarded as one of the most comprehensive support systems for individuals with intellectual disabilities in Texas.
The ICF/IID program provides a structured support system, featuring:
Individuals enrolled in the ICF program may access adaptive equipment directly through their Medicaid Managed Care Plan. Most importantly, ICF services are available immediately to those with active Medicaid eligibility and an official diagnosis of an intellectual or developmental disability (or related conditions like Autism Spectrum Disorder or traumatic brain injury).
Choosing ICF services does not affect your loved one’s placement on the HCS interest list. This allows individuals to access ICF services immediately and transition to HCS later when a spot becomes available. Many of the people currently benefitting from the HCS program began their journeys with ICF services.
