Home and Community-Based Services (HCS)

Your loved one deserves to live their best life. Newstart’s caring staff is committed to delivering a full range of high-quality services, whether at home, in a home-like setting, or in the workplace to help your loved one reach their full potential.

Our Services Include:

Home and Community-Based Services (HCS)

HCS Eligibility Requirements

No age limit.

Cannot be enrolled in another Medicaid waiver program.

Have had a determination of intellectual and developmental disability (IDD) made in accordance with Texas state law or have been diagnosed by a psychologist as having a related condition.

Residential Assistance

Host Home (HH)/Companion Care: Individuals live in a private home with a caregiver.

Supervised Living (SL): Assists with daily activities in a group home setting.

Residential Support Services (RSS): 24-hour assistance in a group home setting for individuals needing more intensive support.

Individualized Skills & Socialization (ISS)

Activities designed to assist with acquiring, retaining, or improving self-help, socialization, and adaptive skills. We offer both onsite and offsite services.

Respite Services

Temporary relief for primary caregivers by providing care in the individual's home or other settings.

Behavioral Support Services

Specialized interventions to address challenging behaviors, including assessments, behavioral therapy, and development of behavior support plans.

Therapeutic Services

Includes physical therapy, occupational therapy, speech therapy, and dietary services to enhance functional abilities.

Nursing Services

Nursing care for individuals including health assessments, monitoring, and coordination of medical care.

Case Management

Service coordination to help individuals access and navigate HCS services and other community resources.

Adaptive Aids

Equipment and devices necessary to help individuals perform daily living tasks or maintain mobility and independence (e.g., wheelchairs, communication devices).

Minor Home Modifications

Changes to the home environment to increase accessibility and safety, such as installing ramps or modifying bathrooms.

Employment First

Assistance in obtaining and maintaining employment, including job coaching and support in the workplace.

Community First Choice

Help with daily activities in community first choice, such as shopping and participating in social activities.

Foster Care/Host Home (FC/HH)

Living arrangements are where the individual resides with a family or companion who provides care and support.
