Our Story
Nearly 40 years ago, Jim Harper launched Newstart with five ICF group homes. Since then, the organization has grown under new ownership and management to offer a comprehensive array of services and operate multiple residential care facilities for individuals with intellectual and developmental disabilities (IDD).
Under the leadership of Anne Settle, RN, President and CEO, Newstart has expanded its services, fostered a family atmosphere, and emphasized the transformation of its care facilities into havens of support and comfort.
We understand that your loved one with IDD is a unique person and will have their own specific needs. We draw on the complete range of resources available to individuals with IDD and their families in the State of Texas to identify and deliver the right person-centered services to help your loved one live their best life.
Anne’s journey began with a passion for nursing, graduating from Baylor nursing school with a BSN degree. Her nurturing spirit extended beyond the hospital walls into her personal life, where she raised three children and now relishes in the joy of two grandchildren.
Under Anne’s stewardship, Newstart has flourished. She spearheaded expansions and enhancements, transforming the facilities into havens of support and comfort. Her ability to attract top-tier professionals and guide her dedicated team has solidified Newstart’s reputation as the premier provider of services to people with disabilities.
Clients affectionately refer to Anne as “Mom,” a testament to the familial atmosphere she fosters within Newstart’s community. Through her unwavering commitment and the collective efforts of her outstanding team, she has woven a legacy of compassion and empowerment, illuminating the lives of those in need.
Today, Newstart operates five intermediate care (ICF) and five HCS facilities in the DFW Metroplex area. We take pride in employing skilled and compassionate staff who work tirelessly every day to enhance the lives of individuals in need and their families.
